Frederick K. Rutakyamirwa was born September 22, 1929. He Attended Secondary School in Tanzania and Went on to study Civil Engineering in Kampala Uganda.
He Joined Civil Service in 1956 and Worked for Two Years In Public Works Department.
In 1958, following Travels In Congo and Ghana, He Went to Britain to Study Law; He Completed His Studies and was called to the Bar in 1963.
After Several Years as a State Attorney and in the Ministry Of Lands, In 1965 he was Named, as Chief Political Education Officer for the National Service (Universal Military Training Program). In That Capacity He Visited China in 1967 and East Germany In 1968 As Member Of Tanzanian Delegations. In 1968 He Became Director of the Bureau Of East African Affairs in the Treasury. In 1969, Rutakyamirwa Was Named Tanzanian Ambassador to Ethiopia. He was Transferred to Conakry (Also Accredited To Sierra Leone) In 1971, and Became High Commissioner To Canada In 1974.
